少女といったとき，同じく幼稚園から高校生を想像します。
When we say 少女 in Japanese, we imagine the woman from kindergarten to high school students.
でも，不良少女といった場合，不良＝よくないこと をする少女，例えば学校を欠席する，学校のルールを守らない，すごく奇抜なファッションをしている少女，のことを想像します。
But we say 不良少女＝ not good girl, I imagine especially junior or high school students since elementary or kindergarten women can't do following things.
例えば，学校を頻繁に休むとか，学校のルールを守らないとか。
For example, she may absent from school frequently, don't observe the rules of school etc.
